Fractional CTO

Fractional CTO Services for Startups & Non-Technical Founders

A fractional CTO engagement gives a non-technical founder a working technical oversight system, not one more person to manage. Every week your development agency is reviewed against plan, every material security and compliance decision is logged with its reasoning, partner integration calls have someone technical on your side, and every month you get one report written for you and your investors. It runs as a fixed monthly retainer.

“We have an agency building it. We have nobody on our side checking it.”

For founders with an outsourced development team and no one technical on their side of the table. We act as your technical arm: we review the vendor's work every week, own the compliance and security decisions, sit in on partner integration calls, and report to you and your investors in plain language.

What this covers

  • •Weekly review of the vendor's progress, architecture, and code
  • •Compliance and security oversight (data residency, consent, audit trails)
  • •Technical calls with partners and third-party APIs on your behalf
  • •Hiring plan and interviews for your first in-house engineer
  • •Monthly status report, decision log, and risk register
  • •Escalation point for production incidents

Best for

Non-technical founders, regulated startups (fintech, healthtech, edtech), companies from pre-launch through early scaling

Typical engagement

Monthly retainer · 40–80 hours/month · Founder-led, with a dedicated senior engineer

How it works

What happens, in order.

  1. 01

    Week 1: baseline audit

We read the codebase, infrastructure, and vendor contract, and interview the agency. You get a written baseline: what is sound, what is at risk, and what we will watch.

  2. 02

    Weekly vendor review

A fixed weekly session with the development agency. We review progress against plan, inspect pull requests and architecture decisions, and raise issues before they compound.

  3. 03

    Decisions with a paper trail

Every material technical, security, or compliance decision goes into a decision log with the reasoning. Investors and regulators can follow it later.

  4. 04

    Partner and integration calls

We represent you on technical calls with payment providers, lenders, EHR vendors, or any third-party API, so nothing gets agreed that your product cannot deliver.

  5. 05

    Monthly report

One document a month: status, risks, decisions, spend against plan, and what needs your call. Written for a founder, not an engineer.

Questions

What people ask before they book a call.

What is a fractional CTO?

A fractional CTO is a senior technology leader who works for your company part-time on a retainer instead of as a full-time employee. They own the decisions a CTO would own (architecture, security, compliance, vendor management, hiring) for a set number of hours a month. It is different from an interim CTO, who fills a full-time seat for a few months, and from a virtual CTO or CTO-as-a-service offer, which is usually an agency selling oversight of its own developers. Kiwimesh's fractional CTO service is a standing oversight system that is independent of whoever builds your product.

Do you take fractional CTO engagements in healthcare and fintech?

Yes, and most of our retainers are in regulated domains: a lending platform with live NBFC integrations, a clinical neurofeedback product handling patient data, and an insurance analytics platform. We know what HIPAA, GDPR and payment-card scope mean for a seed-stage product and keep the compliance checklist current as part of the retainer.

How is this different from hiring another agency?

An agency builds. A fractional CTO makes sure what is being built is right, and answers to you rather than to the vendor. We do not take over development, and we have no incentive to grow the vendor's scope. If the vendor is doing well, the report says so.

How much does a fractional CTO cost?

A Kiwimesh fractional CTO is a fixed monthly retainer, not an hourly rate. The standard retainer covers the whole oversight system: the baseline audit, the weekly vendor review, the decision log and risk register, partner calls, and the monthly report. It stays flat for the quarter so you can budget it like a salary line. A pre-launch regulated product with several vendors or partner integrations is scoped higher. The minimum commitment is three months, then month to month with 30 days' notice. You get a written figure within three business days of the discovery call. For comparison, a full-time CTO in the US costs a six-figure salary plus equity before they have reviewed a single line of code.

How many hours a month does it take?

The standard retainer is about 60 hours a month across the oversight team. It is the system that is fixed, not a person's calendar: the weekly review happens whether or not anyone is on leave. A pre-launch regulated product with live partner integrations needs more; a stable product with a single vendor needs less. We scope it with you in the first month and adjust quarterly.

Who actually does the work?

A two-person oversight team: a review engineer who reads the code, pull requests and infrastructure every week, and an oversight lead who runs vendor accountability, partner calls and the monthly report and is your single point of contact. Behind them is Kiwimesh's delivery bench, so if your product needs a security specialist, an actuary or a payments expert, one joins for that decision and leaves. You are never dependent on one individual.

Can you work with our existing agency, or do we have to switch?

You keep your agency. Our job is to make that relationship work: clear acceptance criteria, honest reviews, and early warnings. Switching vendors is a last resort, and we will say so in writing if we think it is necessary.

What happens in a production incident?

You call us. We coordinate the vendor's response, decide what customers and partners need to be told, and write the post-incident review. Escalations are included in the retainer hours.

Do you sign NDAs and DPAs?

Yes. We sign your NDA, provide a data processing agreement, and complete security questionnaires before the engagement starts. Kiwimesh is ISO 27001 certified.
